Flying squads remove over 7000 posters

ITANAGAR, Mar 10: The Flying Squads deployed at Itanagar and Naharlagun along with city police and CRPF personnel removed about 7000 posters belonging to various organizations from Naharlagun and Itanagar areas.

Vehicle checking was also carried out by the City Police at various points at Itanagar and Naharlagun area and 81 vehicles have been challaned for violation of various sections of MV Act. Rs.12,200 was realized as fine from the traffic violators. Red beacons fitted on vehicles were also removed and challaned, City SP Seju P. Kuruvilla informed in a release. While informing that City Police will continue the drive, the SP suggested all vehicle owners to get proper number plates fixed on their vehicles and carry all relevant documents.

 

Transfer and posting

ITANAGAR, Mar 10: In compliance to the Election Commission of India, some IAS and APCS officers have been transferred as District Election Officers cum Deputy Commissioners in the districts.

As per the directions, Ashok Kumar, IAS has been made new DC of Papum Pare district, while Kurung Kumey Deputy Commissioner Manoj Kumar Sahu has been transferred to West Siang. APPSC Secretary B M Mishra and State SSA Project Director Nidhi Srivastava have been made Lohit and East Siang Deputy Commissioner respectively. Further West Siang DC Pige Ligu has been posted as Kurung Kumey Deputy Commissioner.

Meanwhile,  Papum Pare DC Tai Kaye, Lohit DC Rajiv Takuk, and  East Siang DC Opak Gao have been directed to report to office of the Chief Secretary for further posting.  The order was issued today by the Chief Secretary, Ramesh Negi. DIPR

 

Talar selected for World Jr Badminton C'ships

Itanagar, Mar 10: Laa Talar has been selected in the Indian junior team to participate in the World Cup U-19 Badminton championship to be held at Alore Setar, Malaysia from April 7.

India's no three, Talar would participate in the 12-day event along with 16 other players from the country, Joint Secretary of Arunachal Badminton Association Bamang Tago informed in a release today.

The total Indian contingent includes nine boys and eight girls who would participate in both singles and doubles events, Tago said in the release.

Earlier, Talar represented India in six prestigious international badminton championships organised by Badminton World Federation (BWF).

Talar, who is currently appearing for his Class XII board examination, has decided to skip it and leave Itanagar on March 13 to join the Indian team to attend the intensive coaching camp at BBD U P Badminton Academy, Tago added.

 

‘Dissolving assembly not in interest of public’

ITANAGAR, Mar 10: Claiming that dissolving the state assembly was not in public interest, the Arunachal Pradesh Democratic Youth Association (APDYA) has demanded immediate imposition of President’s Rule in the state.

In its memorandum to the Arunachal Pradesh Governor, APDYA alleged that the state assembly has been dissolved eight months before its term is over without any valid reason other than gaining political mileage.

Sniffing political influence in the Chief Secretary’s press statement where he stated that the Chief Minister and his Council of Minister will continue to work/function until installation of a new Government, the Association demanded immediate removal of the CS from the office.

The Association further demanded that Nabam Tuki should immediately vacate the CM’s Bungalow and all Advisors to the Chief Minister, Chairmen and Political Secretary to Chief Minister be removed immediately as they all are allegedly availing advantage of Govt. machineries even after dissolution of the State Assembly.

“Failing to fulfill our demands would compel us to resort to democratic movement in the greater interest of people of Arunachal Pradesh,” the memorandum added.

 

2nd phase of election training for polling personnel held at Ziro

ZIRO, Mar 10: To equip and acquaint polling personnel including sector magistrates, executive magistrates with Election Commission’s new guidelines the 2nd phase of district level election training program was held in the Conference Hall, Hapoli today.

Addressing the personnel Deputy Commissioner Krishna Mohan Uppu advised the officials to get well acquainted with the election expenditure monitoring mechanism. He exhorted the SSTs and flying squads to install check gates and prevent inflow and outflow of black money. “Do not let money and muscle power waylaid genuine voters,” he appealed.

Addressing the appointed election officials in various capacities as his eyes and ears for the entire election process, he sought cooperation for successful conduct of the election.

The training will be conducted in three phases for polling personnel on March 16 , 23rd and 30 for both Yachuli and Ziro centers. Diet lecturers R.S.Bisht and Umesh Mishra will be the resource persons for the trainings. DIPRO

 

Farm school established

ITANAGAR, Mar 10:  A Farm School was established under Agriculture Technology Management Agency (ATMA), West Siang by Krishi Vigyan Kendra (KVK), Basar today.

Attending the inaugural function, former Director of Agriculture Tago Basar recalled the various problems faced by them for establishment of KVKs in the state. He encouraged the farmers to work with devotion and dedication.

Joint Director, ICAR, Basar Dr. R Bhagawati while expressing hapiness over the enthusiasm shown by the farmers to learn and work in the field for higher production and productivity for income generation and livelihood improvement, assured them of all possible help and technical guidance from ICAR, Basar.

Basar Sub-Divisional Agriculture Officer (SDAO) Toli Bam informed the farmers that seed testing and seed treatment is made mandatory in the Basar as preventive measures for insect pests and diseases for which the facilities can be availed by them free of cost.

Horticulture Development Officer (HDO) N K Singh educated the farmers about orange plantation and management. He also made the farmers aware about various schemes available in the department of horticulture.

Altogether, 35 participants attended the programme.

Capital DC holds review meeting on election preparedness

ITANAGAR, Mar 10: Capital Complex Deputy Commissioner Mige Kamki yesterday convened a review meeting with all administrative officer under his jurisdiction on preparedness for ensuing Parliamentary elections.  The meeting was held to take stock of enforcement of model code of conduct and to review the activities of flying squad.

The Deputy Commissioner chairing the meeting asked the Sector Magistrates and Flying Squad teams to be strictly on duty and to strictly adhere to the guidelines of ECI while discharging their duties. He also appealed to the public not to violate rules and show courtesy when their vehicles are being checked or any individual is checked. He also directed the ADM-cum-Chief Estate Officer to assist the Capital Administration in removing the banners/ posters, etc.  DIPRO

 

SSA teachers threaten to boycott poll duty

ITANAGAR, Mar 10: The SSA teachers in the state in a joint coordination meeting decided to abstain from performing election duty in the ensuing Lok Sabha polls and Assembly polls in protest against non-release of their salaries for last six months. In a letter to State Election Commissioner, the All Arunachal Sarva Shiksha Abhiyan Teachers' Association (AASSATA) today said that the decision was taken with consideration from several of its representatives serving in districts as they have not been paid their salaries for the last six months.

From October 2013 to March 2014, state government has failed to disburse our hard earned monthly salary even when we begged them many times for the same; it rued adding that the decision may be revoked if the payment is made by March 15.

 

Training on essential supply chain management

ITANAGAR, Mar 10: A two days training on essential supply chain management for Govt health centres was  jointly organized by Karuna Trust and LOGISTIMO India Private Ltd, a Bangalore based supply chain Management Company here on March 8 and 9. The objective of the training was to provide effective tool for continuous supply of essential medicines and vaccines in the Karuna Trust managed centres by using simple technique with help of mobile and cloud computing technology which would enable to report inventory of medicines so that life saving medicines do not run out at health centres.

 

Pol parties urged to abide by poll guidelines

YUPIA, Mar 10: In view of ensuing Parliamentary and Assembly election 2014, District Election Officer Papum Pare District Tai Kaye apprised the political parties about implementation of modal code of conduct and advised them to abide by latest election guidelines as per instruction of ECI. Simultaneous LS, Assembly polls in Arunachal on April 9: EC

NEW DELHI, Mar 10:  Elections to the 60-member Arunachal Pradesh assembly will be held along with Lok Sabha polls on April 9, the Election Commission announced tonight.

The decision of the poll body came days after state governor Lt Gen (Retd) Nirbhay Sharma recommended dissolution of the state Assembly on March 6.

"Having considered all relevant factors, the Commission has decided that simultaneous election to the state legislative assembly for all 60 constituencies of the state would be held along with the 16th Lok Sabha election," an EC order said late this evening.

The three Election Commissioners had met on Friday to discuss the issue.

The Arunachal Pradesh Governor had on Thursday announced the dissolution of the assembly after accepting the recommendation of the state cabinet which demanded holding of state elections.

Lok Sabha elections for the two seats in Arunachal Pradesh will also be held on April 9.

The tenure of the 60-member Arunachal assembly ends on November 4 this year.

The notification for the assembly polls will be announced on March 15 while nominations can be filed till March 22.

After scrutiny of papers on March 24, nominations can be withdrawn till March 26.

The Commission had on March 5 announced the schedule for elections to the 16th Lok Sabha and assemblies of Andhra Pradesh, Odisha and Sikkim.

EC mulling increase in polling hours

Meanwhile, Election Commission is mulling a proposal to increase the polling hours during the upcoming Lok Sabha polls in light of a jump in the cumulative number of voters in the country and the trend of bigger turnout at recent elections.

According to highly-placed sources, EC is working on an increased polling time schedule and is likely to decide on the matter in a day or so.

The full Commission comprising Chief Election Commissioner V S Sampath and Election Commissioners HS Brahma and Nasim Zaidi today discussed the issue with top poll officials and are learnt to have given the go-ahead to the proposal.

While the polling duration currently is of nine hours, EC is seeking an increase in the same by an hour.

EC feels that since the elections will be held in summer, more electors will turn up to vote towards the evening when the weather cools. That would likely lead to long queues at polling stations as voting draws to a close.

The proposal to increase polling hours comes in the wake of increased voter turnout in recent Assembly polls across the country during which long queues were witnessed at polling stations till late in the evening.

Polling is generally held from 8 A.M. to 5 P.M., while it starts at 7 A.M. in the north-eastern and hill states.

A total of 81.4 crore voters are expected to exercise their franchise in the upcoming Lok Sabha elections, which begin April 7 and end on May 12. Counting will be held on May 16. PTI

 

 

Mega mock drill on earthquake preparedness conducted

ITANAGAR, Mar 10: Live mock drills on earthquake response replicating the 1897's 8.7 magnitude Shillong earthquake was conducted simultaneously at 11.30 am in Itanagar and Ziro in Lower Subansiri district today.

The mega mock demonstration with theme “Be Aware, Be Prepared and Be Organised aimed at assessing multi-state disaster preparedness as well as identifying gaps while responding to such a calamity.

The exercise was conducted by National Disaster Management Agency (NDMA) in collaboration with the Department of Disaster Management and District Administrations of both Itanagar and Ziro  with active cooperation and assistance from various stakeholders at the District and the State level like Police, Fire Services, Medical, PWD, BSNL, ERO, SDRF, ITBP, NDRF, armed forces - army, air force and border forces, civil aviation, IMD, Private Hospitals, Volunteers, Councillors, Itanagar Market Welfare Association, NGOs and communities.

During the drill, the information about the casualties and damage to the buildings and infrastructure was conveyed to the state and district EOCs where the situation was analysed and the responders activated.

Six hospitals were activated who received the casualties but as the casualties simulated were much more than 17,000 injured and 900 deaths, the assistance was called from the Central Govt. to send helicopter for shifting the injured in the State. A relief camp was also set up where the evacuees were provided with food, shelter and medical aid.

Later, in a debriefing session chaired by the Chief Secretary, Ramesh Negi, the observers presented their report along with the good practices and the shortcomings that they experienced and they also placed their suggestions. Some of which were the EOCs should be set up in a more elaborate manner so that they can function 24x7, the Incident Response teams need to be set up as per the incidence response system guidelines being implemented in the state, there is a need to have minimum disaster management equipment like cutter, expander, inflatable lighting towers, air lifting bags etc at village, circle, sub- division and district level. They also suggested that SDRF should be well equipped, proper traffic management should be done and more coordination between various stakeholders. The state building byelaws also need to be implemented.

The Chief Secretary stated that during disaster, most important is crowd control and managing human behaviour and further suggested for distribution of  pamphlets containing do’s and dont’s which could help generate awareness on what steps to take and also maintain calm during any disaster. He also said that he will take up the matter for including such awareness generating advertisements to be included in the school syllabus. He also appreciated the suggestion of holding such mock drills in various colleges.

The Deputy Commissioner, Itanagar Capital Complex Mige Kamki who was the Incident Commander also presented his suggestions and the shortcomings that he faced being the Incident Commander. He also lauded the entire team of NDMA, NDRF for conducting the mock exercise and making people aware of necessary steps to take during disasters. Yesterday, Kamki in a meeting with all the administrative officers also reviewed the preparation for mega mock drill.

BJP confused over present status of the state Govt

ITANAGAR, Mar 10: Confused over the present status of the state government after the dissolution of the state assembly and the recommendation for simultaneous elections in the state was accepted by the Raj Bhawan, the State BJP today expressed doubt whether there is still a popular government in the state.

BJP in a release said that the party was in a state of confusion regarding the present status of the government as the Raj Bhawan did not make public about the latest position of the government after he accepted the state Cabinet’s decision to dissolve the assembly and recommended for simultaneous poll in the state.  The party criticized the Raj Bhawan for maintaining stoic silence over the serious issue thus creating total chaos which the party termed as serious constitutional lapse.

Further, alleging gross violation of Model Code of Conduct by passing several Bills and Acts few hours after the announcement of election on March 6,  the party expressed surprise that if there were any authority to monitor these happenings?

 

 

CoSAAP demands security for govt. employees

ITANAGAR, Mar 10: Alleging a bad trend of mounting pressure on officers, especially FAOs and DDOs by some supply work seekers during the month of March thus disturbing the smooth functioning of office works, the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has appealed to the law enforcing authorities to provide round- the-clock security arrangement in all Govt. offices immediately.

This bad trend has put the officers and their family members under tremendous pressure and fear psychosis, CoSAAP in a release said and urged the state government to work out a serious action plan to contain the trend.

While welcoming the state govt.’s decision to hold simultaneous polls in the state, CoSAAP opined that holding of both Lok Sabha and Assembly Polls will not only save huge expenditure but also lessen the agonies of the employees to be engaged in election duty.

Further, enforcement of election ‘Model Code of Conduct’ for six months, if separate polls are conducted, will have adverse effect on the important ongoing projects, the release said.

CoSAAP appealed to all political parties, contesting candidates and poling agents to not harass the employees engaged in the election duties. At the same time, it urged those employees engaged in poll duties to maintain utmost neutrality while performing their duties for smooth and fair conduct of election.

Meanwhile, CoSAAP lamented that the state Govt, could have released the 10% DA arrear w.e.f. 01.01.2014 for the state government employees before enforcement of ‘Model Code of Conduct’ as done by the Govt. of India for the central government employees.

 

 

Central elections awareness observeroversees poll activities in  West Kameng

BOMDILA, March 10: The Central Awareness Observer Kuldeep Singh Dhatwalia arrived at district headquarters Bomdila this afternoon and took stock of the various activities especially the Systematic Voters’ Education & Electoral Participation (SVEEP) measures being undertaken in the district for the ensuing Parliamentary polls. He also inspected some of the Polling stations in order to ensure adherence of the guidelines by the district election machinery.

Earlier in the morning, a co-ordination meeting cum training of the AROs, AEROs and  Police Officers was held in the DC’s conference hall on Election Expenditure Monitoring (EEM), Flying Squad, Static Surveillance Team (SST), Video Surveillance Team (VST) and Video Viewing Team (VVT) by Power point presentation.

DEO AK Singh was very vocal about the conduct of the polls strictly in accordance with the laid down norms of the ECI and in tandem with the guidelines from the CEO Itanagar and asked for strict compliance and leave no room for any lacunae or criticism.

Speaking of the various committees formed for smooth co-ordination and conduct of the polls, he hoped that Model Code of Conduct would strictly be followed and the designated officers would perform their duties diligently without fear or favor and in an unbiased manner.

He further impressed upon the need to go through all the orders and guidelines of the commission for the successful ethical voting in the district.

Election awareness observer visits Roing

ROING, Mar 10: The awareness observer for the Lok Sabha election in 2-Arunachal East Parliamentary Constituency has visited several polling stations under 43rd Roing Assembly constituency today.

While interacting with DEO Shiv Kumar and other administrative officers of the district in DC’s chamber, he called for cent percent polling percentage in the district. He advocated to create awareness among the voters or the general people encouraging them to vote by forming a networks of administrative officers, sector officers involving BLOs and other neutral bodies like Gaon Burahs who has no political lineage for the purpose.

He also advised that banners/hoarding and posters should be published and displayed in public places for creating mass awareness about the ethical voting and urged them to come out voluntarily for voting. He further said to organize mass awareness campaign by involving non-political public icon like Tine Mena, the Everester for the purpose. He also personally met the Everester, who had been already identified by the District Administration and requested her to come forward and to create public awareness about ethical voting by organizing mass awareness campaign in various places.

Meanwhile, the District Magistrate, Shiv Kumar issued an order citing that the law and order machineries in this district shall launch a special drive to detect persons indulging in making illicit arms  and ammunition if any and illicit liquor making factory. If any person is found indulging in such illicit activities/illegal acts, action shall be taken as per the law, it said.

It further informed that the district vigil shall be maintained by thorough checking of trucks/lorries and other vehicles from 15 days before the date of poll till the completion of counting of votes and declaration of results to ensure that no undesirable elements or arms and ammunitions are smuggled into from outside and to apprehend them of doing so. If any culprits are apprehended in doing such illegal activities, their arms and ammunitions along with vehicles shall be confiscated, the order said.

State forest officer selected for South Africa tour

RUKSIN, Mar 10: Boken Pao, an Assistant Conservator of Forest (ACF) serving under state forest department, who is currently undergoing training  on Post-Graduate Diploma course on ‘Advance Wildlife Managements’ in Dehradun based Wildlife Institute of India (WII), Dehradun, has been selected for International Wildlife Management Study tour to South Africa from March 11 to 26 next. During his 15 days tour, he will visit Johannesburg Zoo, Table Mountain National Park at Cape Town, Kruger National Park, Mapungubwe National Park and Pretoria Zoo in South Africa.

Forest officials from India, Vietnam and Bangladesh are participated the tour programme, which is a part of the ongoing training.

The international tour is designed to study the scientific management of wildlife and other issues like man–animal conflict, conflict resolution and eco-tourism scenario of South Africa and their applicability in Indian context.

Pao is a native of Oyan village under Ruksin sub-division in East Siang district and involved with various social activities in his area.

 

 

Literature acts as bond of unity: Thongchi

ITANAGAR, Mar 10: “Literature acts as a bond of unity of different communities between Assam and Arunachal Pradesh. This spirit should be continued," said noted litterateur and president of Arunachal Pradesh Literacy Society (APLS) Y D Thongchi. He was addressing the multi-lingual poet meet organized by Dakpun Literary group at Ghuna Huti in Assam on the sandy banks of Ghaghar river, a tributary of Subansiri river on March 9.

“Through literature we can strengthen the unity between the people of Assam and Arunachal Pradesh, Thongchi, who himself is an eminent writer in Assamese literature, asserted.

Thongchi further said Assamese literature is not only enriched by the speaker of Assamese language but also by the people of other communities including Mishing, Arunachalees like Lummer Dai and others. He added "The poem written in Mishing language is very lucid

and easily understandable reflecting the reality of life."

The 13-member APLS delegation in the poet meet led by Thongchi included its vice president Dr Tage Tada, general secretary Tokong Pertin, assistant general secretary Jamuna Bini, executive member Batem Pertin and member Tridipta Trishna.

Among the APLS members, well-known Assamese writer and poet, Ajanta, Inumoni Das Bora and Mukul Pathak recited poems in Assamese language, Dr Takap Zirdo in Galo language, Pill Topu in English, R N Koley in Bengali while Dr Pekba Ringu presented a verse on 'SMS' and threw light on Assam-Arunachal bonding and the role played by the Mishing and

Assamese teachers for educational development in Arunachal Pradesh

Rajesh Panyang, also an APLS member presented Mishing songs which

swept the audiences of their feet.

Earlier, the poet meet was inaugurated by Jyosna Medak, Lecturer, DIET, N Lakhimpur while eminent poet of Assam, Indraswar Pegu acted as a moderator. Ghana Hazarika, famous play writer spoke on the

occasion.

A number of poets, including Kalyani Chakrabarty Gogoi, Dilip Gogoi,

Pankaj Gobinda Medhi, Mukut Gogoi, Diganta Deka, Basanta Mangal Dutta, Bipul Sharma and Jiten Barua, recited their self-composed poems coming from different parts of Assam in several languages.

 

 

Scientific advisory committee meet of KVK held

ITANAGAR, Mar 10: Krishi Vigyan Kendra (KVK), Lower Dibang Valley held its third scientific advisory committee meeting at Anchal Samiti Hall recently.

Chairing the meeting District Veterinary Officer Dr. V Sehagal highlighted about mandated activities of the centre, its action plan and achievements. He suggested for economically viable and technically feasible technologies for sustainable farm production and economic returns.

APRB Manager GK Deori suggested the farmers to take into consideration the soil and environment factors when they adopt improved farming practices.  

Agriculture Development Officer Yomjan Kamdak suggested for introduction button mushroom variety for higher income generation and self sustenance of self help groups.

Attending the meeting, progressive farmer from Yibuk village Jatan Pulu suggested the meet to take up area specific problems for betterment of the farming community.

Another progressive farmer from Rukmo village Okili Linggi shared his experiences on back-yard poultry farming (of Vanaraja breed), integrated fish cum duck farming.

Media person Jiko  Linggi, who is also progressive farmer from  Abali village suggested for establishment of mushroom spawn production unit at the KVK to  supply spawn to needy farming community, exposure visit for rural youths on farm mechanisaion, supply of  user friendly cookers for preparation of feeds for livestock,

President of Jia village SHG Oimang Lego, master trainer in Azolla and fish production from Iduli village Raju Linggi also attended the meeting.

All the Subject Matter Specialists of the KVK actively participated in the programme and provided technical inputs.

Members from developmental departments such as Agriculture, Horticulture, Fisheries, Assistant Director of Textile and Handicraft and Arunachal Pradesh Rural Bank, Roing participated in the programme and gave valuable suggestions.

 

 

East Siang gears up for elections

PASIGHAT Mar 10: There ought to be conducive atmosphere and citizens have to follow the conditions under which elections would be held, stated DEO Opak Gao today.

While briefing the Sector Officers in the DC’s conference hall here Gao said free and fair elections are possible but certain conditions have to prevail in the district and in the hearts of citizens. He advised the magistrates to visit all the polling stations situated within the area assigned to them keeping a close watch on the emerging law and order situation and to submit their reports to the DEO enabling to prepare final movement plans and in case of any short comings, they would get full cooperation from the administration and police authority, assured Gao.

While stressing on team spirit, he opined that there must be good coordination between the magistrates and other officials like police and polling personnel entrusted in the ensuing elections. He further sought full cooperation from the government officers/officials for strict adherence to model code of conduct in the deliberation.

Meanwhile in an executive order the District Magistrate Opak Gao banned use or display or carrying of  any fire arms, explosives, lethal weapons of any kind within the premises of any government office, educational institute, public meeting and processions till the election process is over. No political meeting or procession including a procession of vehicles, use of loud speakers shall be taken out without prior permission of the competent authority. No one will convene, join or constitute an assembly of five or more than five persons in streets, fares, lanes or in open place with a motive to disturb public peace and tranquility.

BS Mahra (Dy. SP) stated that the ensuing assembly election is expected to be more challenging and the entrusted Sector Officers should ensure proper entry and exit in polling booths. He presented a brief short contingency security planning. The CO (Election) John Modi informed that polling personnel have been trained thoroughly for smooth conduct and zero-error elections. He also advised that ABK youth wing should sought suggestion and advise from ABK before taking up any activities of the youth wing. He further suggested that women participation in ABK youth wing should be encouraged by giving them certain post to maintain gender equality in the society.

ABK President Kangir Jamoh while briefing the activities of youth wing expressed his gratitude to ABK youth wing and also expressed hope that the new team will also work dedicatedly for the welfare of the society as per the wishes of the community.

Out-going ABK Youth Wing President Geyon Tayeng shared his experiences to the newly inducted youth wing team and advised them to work harder to uplift the society.

ABK, Woman Wing President Yasen Bunyi urged the Youth team to uplift the education sector and to fight against drugs, alcohol etc. in Adi belt.

ABK Secretary Administration Nima Tondrang who administered the oath of office to the new ABK youth wing team and ABK Vice President Er Jotom Borang advised the youth wing to maintain discipline and unity. They also expressed hope the new team will look after the vast important tasks of the society.

Director Education, Tapang Taloh suggested the new ABK youth wing team to monitor proper implementation of all the programmes and schemes related to education sector in Adi belt.

ABK Youth Wing New President Aling Pinggam and General Secretary Toi Modi while delivering speech assured to uphold the dignity and unity of the community.

They further assuring to work under ABK guidance said that the new team will carry forward the activities assigned to them by ABK.

They also said that the new team will promote, protect and preserve the rich cultural heritage of the society, and also work for all round development of the community.

ABK Patron Olen Megu Damin, ABK Woman Wing Vice President Onam Darang Pertin, Senior member Tagom Talom also spoke on the occasion.

Training for polling personnel conducted at Aalo and Seppa

ITANAGAR, Mar 10: The first phase of training to all polling personnel was conducted at Gumin Kiin at Aalo today.

Attending the poll personnel West Siang District Election Officer Pige Ligu said that the state may go for Parliament and Assembly election simultaneously and all training and preparedness has to be conducted on that line.  “We are expecting directive from the ECI very soon basing on recommendation from the Govt. Bogus voters were largely responsible for law and order problem in the  past and error free electoral roll worked out recently is likely to minimize gross  law and order problem. The role of Presiding Officer assumed special significance in conducting a free and fair election and they should get total clarity of election procedure through phase wise training as even a minor mistake can halt election procedure.”

Assuring polling team of full transportation facilities and protection, he disclosed that any kind of intimidation should be reported to him personally and any kind of law and order problem will not be tolerated at any cost.

Tumge Loya, EAC (Election) outlined the basic objective behind conducting phase wise training. All election related officials are directly under the control of ECI and deserve to perform national duties assigned to them in an effective manner. Dege Ete, PD DRDA gave a detail deliberation on Postal Ballot, EDC,  Service Voter, Proxy voter etc. while Henrik Basar, HDO dwelt at length on procedure of poll and handling of EVM in detail through power point presentation.

Later practical mock poll was also conducted to make the polling personnel fully aware of handling the Electronic Voting Machine.

Nyali Ete, DFO was also present on the occasion as Election Training Observer.

Seppa: The election training for HoDs/nodal officers/sector magistrates and micro observer for ensuing Lok Sabha election was conducted at Kameng Hall, Seppa on March 10.

The DC cum DEO Tarin Dakpe said that the training is being imparted in order to make them well-acquainted with the election procedures and urged the officers to take it as a challenge by discharging their duties properly during the election. He informed of the possibility of simultaneous Assembly and Lok Sabha election if Election Commission of India approves for which everyone who have been assigned specific duties in the election should be prepared mentally and physically. He said that a board member has been made on every important aspect for conduct of the election. He also highlighted on the tentative notification on Lok Sabha Election 2014. He said that election is a time bound programme and everyone should do their duties within a given time frame. No one will be excused on health ground without the recommendation of the medical committee formed for the purpose.

D. Lama EAC (Eln) briefed about the role of nodal officers and urged them to give feedback timely about the activities undertaken by them daily basis. Takam Nicolas, CO imparted the training through power-point presentation.

Earlier on March 7 last, the DC cum DEO Tarin Dakpe had taken a meeting with the HoDs, nodal officers, metro observers and administrative officers for conduct of ensuing Lok Sabha election in DC’s chamber at Seppa. Elaborate discussions were made on requirement of vehicles, manpower, security personal moving of polling team, EVM etc. and also prepared concrete management plan for smooth conduct of the election. DC cum DEO directed all the officers and officials of East Kameng district to remain in station and report back for duty even those on leave during the process of the election. He also instructed them for strict adherence of the selection conduct/rules.

Dochora Lama, EAC (Eln) divulged that there are 58 polling stations identified as critical, 52 as sensitive, 49 as hyper sensitive and 66 as normal respectively in the district. There are 167 nos. of polling stations with 158 nos. in rural and 9 nos. of urban area having   voters. DIPROs

 

 

Rural savings campaign organized

ITANAGAR, Mar 10: The Department of Small Savings, Tezu organized a rural savings campaign at Lohitpur (Shivaji Nagar) yesterday to create awareness among the rural masses on various small savings schemes, including Post Office Savings Schemes as well as to mobilize maximum savings in the rural areas where large numbers of potential savers are there.

Addressing the gathering, Jogin Tamai, Political Asst. (TR) cautioned against unscrupulous and bogus financial companies and made them aware of various Post Office savings schemes. He also explained them about the need to save money to meet the requirements of the future as well as to enjoy financial security and peace of mind.

Field Publicity Officer, Department of Small Savings Jotho Yun elaborating the basic objectives of the Rural Savings Campaign, explained the gathering in details about various savings schemes particularly offered by the Government of India through a wide network of post offices across the country. He stressed the need for a practical approach in bringing every section of the household and society into savings net.

He advised the participants not to sway away by the tall claims and false assurance of high returns in a very short period by the bogus financial institutions. He cited the example of some bogus financial companies like Red Cherry, Jeevan Suraksha and Tower Infotech etc., how they embezzled the hard earned money of many depositors in Tezu.

KB Oli, Group Leader (PRSS) explained the participants about the need of savings in the present era of consumerism and advised not to prefer to keep cash at home. He also explained the participants that the Post Office Savings Schemes are structured in such a way that they cater to the need of different sections of the society.

Let us aim for free and fair election

It is heartening to know that three flying squads and many surveillance teams have started round the clock surveillance in capital complex as per the direction of election commission to monitor possible violation of Model Code of Conduct. Each team comprises of one executive magistrate, videographer and 3-4 police personnel.  Flying squad yesterday seized one truck carrying 1200 cartons of beer. Another team of Flying Squads deployed at Itanagar removed Red Beacon fitted on the vehicles of six political functionaries.

Chief electoral officer should ensure that all the district administration properly implement election model code of conduct. Everybody is aware that during election politicians rampantly violates model code of conduct and tries to woo voters with lure of money and gifts. The flying squad constituted in districts too should strongly carry out monitoring. In Arunachal, often ruling parties are accused of misusing government machinery during election. The election commission should also keep tap of the activities and movements of DEROs and AEROs. These officers should no way be allowed to favour the ruling parties under duress from political bosses. It is hoped that coming assembly and parliament election will be held in free and fair atmosphere. Let democracy prevail and the best leader be elected.

Disbursing stipend in cash

Dear Editor,

Through your esteemed daily I would like to draw kind attention of authority concern of education department and state government. It is observed that some of the school headmasters are disbursing stipend money of students in cash that too in very small quantities after much deduction or whatever subtraction, only god knows. Whereas earlier students were forced to open bank account within very short period of time and for this purpose they had incurred more expenditure than what they got in the form of stipend money.

Therefore kindly take note of this voice and ensure that amount of stipend goes in right account as per norms and in right proportion.

Choose right leader  

Dear Editor,

Through the column of your esteemed daily, I would like to appeal all my student friends of Nyishi dominated districts of Arunachal Pradesh to be aware of their our own political rights and to be conscious in choosing right leaders in the coming election of All Nyishi Students’ Union(ANSU) ,2014-2017.

The leaders whoever are chosen to represent welfare of students of the Nyishi community/society should be capable enough to express grievances of the students community of entire Nyishi dominated districts of Arunachal Pradesh in every front.

And he/ she also should be capable enough to bring changes in the society and look after the welfare of students as well as state. Therefore, I once again appeal my fellow Nyishi student friends studying at Schools, Colleges and University to think thrice before casting your valuable vote. The election of wrong leader will be loss for entire Nyishi community as well as state.

Pollution making life tough

Dear Editor,

It is to bring to the notice of concern authority that I being resident of G-extension colony near daily market opposite SBI Bank Naharlagun, had lodged complaints with councilor ward no. 28 regarding sewage and garbage deposited in the drain near my resident. But till date there is no response from his end. It is also to inform that in the said drains approximately (1. 1/2 meter), all kind of meats like Mithun, Chicken, Pork and fish is being thrown. The rotten meat spread foul smell, which pollutes atmosphere of whole colony. I and my family along with locality of said colony also want to take fresh air and water like other human being . We are unable to take even a single fresh breath and are not in position to eat food at home due to unhygienic and unhealthy surroundings of said area. Also we suffer from different types of disease like malaria, cholera and diarrhoea particularly during summer season. Hence we are frustrated with all this rotten and waste materials.

Therefore, it is a request to DC, Capital Complex to kindly take stern action against concern authority and concern businessman who has been creating pollution in said area and force them to remove poultry farm, and dispose all the deposited waste and rotten materials from said colony to other place so that we can live hygienic and healthy life.

Education department, please take note

Dear Editor,

We keep our eyes closed until we fall as a victim to something. Indeed our mind is engulfed with full of selfish and ego thoughts. What I meant to point is that every day in the local dailies, there appears a number of private educational institutes offering a Bachelor Degree, Master Degree, etc. by directly appearing in the final year which makes me to doubt how one could award a three year, two year  duration degree  in just one year.

Through this letter I pray to the authorities concerned of the education department not to keep watching and waiting ruining the students career until it grow up in large number. Because it is of certain that any frustrated students would be lured by such temptations. So, it is expected that responsible authorities would keep a vigil on such institutes.
